Does Anyone Know If You Can Buy Domain Names That Are Already Being Used For Advertising Only?

I want to purchase a certain domain name, however, when I go to the website it is one of those websites that just have a bunch of links on it… I assume that is so they make money when people click on the links.
I would like to know if anyone knows if you can purchase these domain names from their current owners? If so, how do you go about doing that and how much would it cost? Thanks to all!
